Joey Wise, the charlatan extraordinaire who ran the Christina School darn near into chapter 11 has returned to DE.
Mr. Wise taught 1 year of 7th grade music and then somehow became an educational leader.
Since being bounced from Christina after a short stint, he fled to Florida where he once again was removed and then fled to the Edison charter school group where he once again was asked to leave this summer.
But he’s back.
Now he has hired the former RCCSD Superintendent to lobby DOE to use the NWEA testing system from Washington State of all places as the new DSTP.
This contract will be worth millions.
Wise left Christina in the red to the tune of millions. We taxpayers got the bill. Christina teachers were jettisoned as a result. Many programs crashed as well.
The 17,000 kids in Christina were left with a few pencils and some old books yet he got a nice severance for the carnage he caused in Christina. People hired, promises broke, in fact he gave John Kowalko’s wife a sweet job paying over $100,000 per annum and she doesn’t hold any educational certification at all – but she was on the Christina School Board.
It’s time to stand up and protest our taxes being used to pay this charlatan.
As they used to say in Red Clay – do what’s right for kids.
No contract for Joey Wise.
“Now he has hired the former RCCSD Superintendent to lobby DOE to use the NWEA testing system from Washington State of all places as the new DSTP.”
Going to be a done deal because of the Teach for American deal where he signed a $300,000.00 three year contract not counting salaries and benefits for 6 Teach for America teachers. Markell was delighted and no good deed goes unrewarded.

Complete, unadulterated lie. You should be ashamed if you are capable of any honest thought.
John
Rep Kowalko I remain amazed that you, an avowed Socialist, read such a free market blog as this.
As for your wife she was on the CSD board, she did leave it and took a job that Wise offered her.
Shall we also discuss the disability issue that allowed you to campaign full time in 2006? As a far as I can tell campaigning involves alot of walking and knocking on doors.
Kilroy,
Help me out I feel as I’m playing bridge and missed a card.
Please explain the Teach for America connection here.
I’m nuetral on Teach for America and the NWEA, but I feel it’s an insult to CSD teachers laid off because Wise spent the district into chapter 11 and now we’re doing business with him?
Skip the labels and let’s get out real information.
What job to Kowalko’s wife? Disability?
What happened to the new DSTP Nancy Doorey and her group put together which was a great effort.
As Joe Friday said, “just the facts.”

Don’t forget Red Clay went bellie-up and many were given sweer deals.
No tell me who in Dover would be low enough to deal with any assoicate with Wise?
“Now he has hired the former RCCSD Superintendent to lobby DOE”
You are opening a big can of worms that the fish may be too big for you to bring in the boat.

I am not going to piss in Charlie’s blog with my rants.
Ask Sokola about the repeal of Title 14, Chapter 2, subchapter I, section 207.
Ask DOE who haas been eating big steak dinners and Harcourt picking up the tab.
Ask Markell about his connection with Arne Ducan via the Aspen Institute
As far as John Kowalko’s wife , be nice !
Education is driven power power, ego, politics and money. Sorry to say the Republicans won’t bash Obama / Duncan’s education agenda because it bring money into the pockets of the reformist that want to privatize public education.

She is doing a great job and you should have come to the public presentation.
Homegrownboy (the”boy” is certainly appropriate)
There is little more despicable than those who use the cowardice of anonymity to promulgate lies and innuendos about others. I probably should feel a modicum of pity for someone like you who is so consumed in self-loathing that it’s doubtful you can ever enjoy life and believe in people.
My wife has her Bachelors from the University of Pennsylvania and her Masters in Education and is a State Certified Elementary Ed teacher. She does not and never had a job paying over 100K and was selected after a nine month interview process for the position she formerly held with Christina. Your scurrilous and unfounded accusations would not normally merit a reply but I refuse to allow a good, intelligent and compassionate person such as my wife to have her integrity impugned by the likes of someone like you.
My unsuccessful shoulder surgery has never allowed me to draw any disability pension although, regrettably, it has prevented me from ever continuing my 37 year career as a machinist. The injury and failed surgery and recovery did not prevent me from knocking on thousands of doors in the 25th District however, but my successful run for office was not a result of meeting people. My success lay in the fact that as I met these wonderful peoples I listened to their problems and suggestions and I went and did something about it for them. I pursued every avenue available to help hundreds of people and listened to every concern and idea. The public’s response was one of appreciation and respect for my willingness to serve people even before I was elected and they honored me with their support.
It’s a shame you can’t see through the shroud of bitterness and anger that obviously surrounds you and appreciate opportunities to help people. I feel sorry for you.
Regards,
John Kowalko
My we’re irritable.
Mr. Allison,
Thank you. According to Mr. Kowalko I am a ‘boy’, which is apparently a step up from the moniker a Mr. Holt gave me several postings ago; however I strain for good manners so again thank you for that very informative link.
However, another question has been raised. For eternity certification was required to obtain a teaching job. Then ARTC came about and now we have TFA. Isn’t DSEA having a meltdown over the lack of “training” that teachers MUST have in order to be good teachers? In the past people with superlative credentials were denied a job because they lacked the so called methods courses designed to teach teachers how to teach.
Or is TFA a way to supercede DSEA and get teachers in on the cheap? What’s to stop a district from laying off teachers the month before tenure and hire TFA?
This is very odd.

TFA at this point are coming into school receving federal funds under Title 1. However do note all Title 1 techers must be highly quaified explained in detail here http://kilroysdelaware.wordpress.com/2009/10/08/wait-one-red-clay-minute/
Arne Ducan USDOE last week http://kilroysdelaware.wordpress.com/2009/10/11/did-duncan-slam-u-of-d/ pretty much blaming college of education for pumping out ill-prepared teachers. see the attachment.
“Catherine Emihovich, dean of the College of Education at the University of Florida: FIRES BACK AT DUNCAN
While I appreciate Secretary Duncan’s comments about teacher preparation being a university wide responsibility, it is very disappointing to see another diatribe being launched against colleges of education as if they conformed to a “one size fits all” model.”
Now make note our U.S. Secretary of Education Arne Duncan is the first secretary who has not taught or was an administrator is “any” school public or college. He is a childhood frend of John W Rogers. Rogers was part of Obama’s Finance Committee and CEO of Ariel Capital Management and board member of Ariel Education Initiative where Arne Duncan was offered a job. Arne was a childhood friend of John Rogers and Craig Robinson, Michelle Obama’s brother.
Jack Markell and Arne have something very in common called the Aspen institute! Wait one minute ! Jack Markell is a 2004 Aspen Henry Crown Fellow and Arne Duncan is a 2002 Aspen Henry Crown Fellow. Looks like the fellows really take care of each other! Rodel connection?Aspen Institute-Rodel Fellowships in Public Leadership do you think?
Teach for America CEO Wendy Kopp is wife of Richard Barth CEO Kipp all tight with Bush. TFA had an audit in June 2008 by USDOE OIG and findings were $774,000.00 in unsupported expenditures of federal monies.
Make note TFA teachers are a two year deal and after they complete TFA requirements they get $9400.00 via AmeriCorps to go towards tuition loans or future tuition. If compund the $9400.00, federal grants to TFA, fees such as in Red Clay’s case $300,000.00 over an above the district and the state of Delaware paying scale wages and benefits we are pay way more for the cost of these teachers.
What looks simple like me 🙂 is quite complex. Ducan is coming is with RTT Race to the Top 4.5 billion that is billion in grant money however the states must have uninhibited charter school law. But the money does all go to charter schools in fact most go to taditional schools to help close the achievment gap.
This is not a debate about charter schools which I support . It is about the expansion of the federal government into local public school control via politcal allies like Jack Makell and yes I broke ranks to vote for him.
“I predict future happiness for Americans if they can prevent the government from wasting the labors of the people under the pretense of taking care of them.” Thomas Jefferson”
Arne Ducan said this last Friday:
“Put plain and simple, this country needs an army of great, new teachers — and I can think of no better place to start recruiting them than in Thomas Jefferson’s hallowed halls,” Duncan told Curry School of Education students in the Jefferson-designed Rotunda, the academic heart of U.Va.’s Charlottesville campus.
Duncan feels colleges are failing to produce quality teachers via school of education but yet TFA come out of colleges with non education degree and are pro-claimed better qualified.
But please understand it’s all my opinion and my skills are limited with a GED and a pcoketful of college credits.
“But the money does all go to charter’
Does noty all go to charters
Mr. Allsion,
I readily admit I’m lost re: your charter comment.
Thank you. Your succinct explanations are very imformative.
