It seems that technically there was a quorum even though there are hardly any Congressman or Senators in town.
It seems that a quorum is assumed unless someone objects from the floor and questions the existence of a quorum and they didn’t. It does not seem that it would matter if there were really only five of them actually there, the place is deemed filled with members unless someone rudely points out the reality.
The presiding officer asked for unanimous consent to pass the legislation in each chamber and since no one objected it was deemed passed without objection.
Very efficient, passed both chambers in mere minutes. It would have been derailed if only one Senator or House member showed up and did not cooperate. There must be some kinds of safeguards on this procedure but it sure seems to be a scary way for legislation to become law. I am probably just a party pooper.
