Hopefully the extra money that DEFAC has discovered will first go to restore the money Governor Markell wants to cut from school busing. This is not a spending cut, just a sneaky shifting of spending to my school taxes. I already pay enough for other people’s kids.
It is not a cut in spending for the taxpayer because the buses will keep rolling along. It will just shift more of the cost to the districts who will have to find a way (pass a referendum) to extract it from property owners in school tax increases or cut other spending. And you know the drill; threaten to cut the bus money from football, float a referendum to restore funding for football and then spend the money on buses.
Governor Minner was more clever, she avoided the referendum issue. She cut the state contribution to tuition tax; forcing the costs onto the districts. This spending cannot be cut and increases to the tuition tax part of your school tax does not have to face referendum. The districts just get to raise it.
